My sister just moved into a new house and the ceiling in the living room has black/dark grey streaks every 16 inches near where the ceiling meets the wall.  I remember reading something about the cause of this in a Family Handyman issue years ago but can't find the article now.  Does anyone know the cause of these marks and what is required to fix the problem so that once we paint, they will not come back.?  Thank you.
